J. Edward Coleman
Chief Executive Officer
J. Edward “Ed” Coleman is chief executive officer of CIOX Health. He brings over 30 years of executive management experience at large publicly traded companies, aiding in organizational transformation and significant performance improvements.
Prior to joining CIOX Health, Coleman served as chairman and chief executive officer of Unisys from 2008-2014, where he led a significant turnaround in financial performance and improvement in service quality while bringing to market innovative new products and services. He previously served as Chief Executive Officer of Gateway, Inc. from 2006 to 2008, as Senior Vice President and President of Enterprise Computing Solutions at Arrow Electronics from 2005 to 2006, and as Chief Executive Officer of CompuCom Systems, Inc. from 1999 to 2004 and as Chairman of the Board from 2001 to 2004. Earlier in his career, he held various leadership positions at Computer Sciences Corporation and IBM Corporation.
Ed holds a bachelor’s degree in economics from the College of William and Mary and a master’s degree in business administration and marketing from the Kelley School of Business at Indiana University – Bloomington.
Chief Financial Officer
Paul Parrish joined CIOX Health in August, 2016 as the chief financial officer responsible for the financial reporting, budgeting, and legal functions of the company. Before CIOX Health, he served as the CFO of Brightree, LLC, a cloud-based software and services platform for the post-acute care market. His focus while there was on driving company success with proper planning and forecasting as well as transforming and streamlining financial processes. Prior to Brightree, he served as CFO of U.S. Security where he oversaw large acquisitions and implemented financial planning and analysis functions. He has over 34 years of professional experience, holding Finance leadership positions with companies such as S1 Corporation, Infor Global, Harland Clarke Holdings and Georgia Lottery Corporation. He spent the first 13 years his career as a certified public accountant with Deloitte and Touche. He holds a bachelor’s degree in accounting from Auburn University.
Chief Human Resources Officer
James Briggs joined CIOX Health in December of 2015 to serve as our chief human resource officer responsible for ongoing human resource and personnel initiatives. Prior to joining CIOX Health, he served as the chief administrative and operations officer of Ikaria, a mid-sized biotech firm, until May of 2015. James joined Ikaria in August of 2008, then as the senior vice president of human resources. At the time of his departure from Ikaria, he had the privilege to work with and be responsible for Ikaria’s overall human resources, information technology, operations, services, and manufacturing capabilities globally.
Prior to Ikaria, he served as the director of human resources with Avaya, a global IP telephony products and services company, from March 2007. While there, he served as the leader of the human resources team dedicated to the Global Services business platform, responsible for leading and implementing the human resources strategies for the entire global services business. From 2004-2007, James served as vice president of human resources at General Electric’s Access Distribution Unit, a global IT distributor. In addition to his other leadership roles, earlier in his career he held positions at Unilever and the Pepsi Bottling Company. He holds a bachelor’s degree in communications and a master’s in human resources and industrial relations, both from the University of Illinois.
Chief Growth Officer & President, Payor Solutions
Vishal Agrawal, M.D., is chief growth officer and president of payor solutions. He previously served as president of Harris Corporation’s Healthcare Solutions business unit, a nationally recognized leader in clinical integration solutions. The business offered a full range of interoperability solutions to leading providers and health systems globally, including real-time health information exchange, vendor-neutral middleware, and enterprise business intelligence. Dr. Agrawal joined Harris in 2013. Prior to his role with Harris, he was a partner and leader in McKinsey’s Healthcare Systems and Services practice. While at McKinsey, he significantly expanded the firm’s impact with health insurance companies, including successfully developing strategies to drive payor operations improvement and payor-provider collaboration.
Prior to his business career, he served as a research fellow at the Howard Hughes Medical Institute and the Department of Molecular Biophysics and Biochemistry at Yale University. Additionally, he received a bachelor’s in molecular biophysics and biochemistry and a master’s degree in molecular biophysics from Yale University, as well as a medical doctorate degree from Yale University School of Medicine. He is widely published and an active speaker on various healthcare, informatics, health insurance, and healthcare delivery system issues.
Chief Marketing Officer
Karen Thomas-Smith is chief marketing officer. She is responsible for overseeing all marketing and communications initiatives for CIOX Health, focused on both the provider and payor markets and lines of business. With over 20 year’s global experience in healthcare, software, and technology businesses, Karen has held leadership positions spanning sales, marketing, client management, and training. Her passion for leadership and unique ideas on corporate culture have awarded her a number of television appearances including Oprah, 60 Minutes, and Canada Public Television.
Karen came to CIOX Health after three years at Optum, where she served as vice president of segment marketing and reference management for the provider and risk healthcare market. During her tenure, Karen and her team were focused on driving thought leadership, content marketing, and brand awareness. Under her directorship the team drove high return on investment and garnered over 40 marketing industry awards for their work.
Prior to her position at Optum, Karen spent five years at Allscripts developing and executing their Hospital Connected Community Strategy program. From 1995-2007 she led numerous teams at SAS, the world’s largest privately-held software company. Karen holds a bachelor of science degree in business administration from North Carolina Wesleyan College, graduating magna cum laude.
Chief Legal Officer
Ira Parker is CIOX Health’s chief legal officer responsible for the legal, compliance, privacy, and government relations functions of the company. Prior to joining CIOX Health he served as executive vice president of business development and general counsel for Catalina, a personalized digital media company; and before that, as general counsel and executive vice president of business development at AOL. At AOL he provided legal counsel, drove strategic transactions and relationships, mergers and acquisitions, and headed up privacy, the consumer advocacy office, and governmental relations.
Prior to AOL, he served in executive leadership positions at Polaroid, GTE, and Genuity (previously known as GTE Internetworking) and as a partner in the Washington office of the law firm of Alston & Bird. In addition, he spent nearly 10 years with the Federal Deposit Insurance Corp. (FDIC) in Washington in various legal positions, including vice president and deputy general counsel of the FDIC’s Resolution Trust Corp.
Ira holds a bachelor’s degree in political science from Brooklyn College, City University of New York and a juris doctor degree from Emory University School of Law.
President, Provider Solutions
Jeff Gartland is Ciox Health’s president, provider solutions. He brings close to 20 years of experience in healthcare and technology to his position at Ciox, having served in various leadership positions at McKesson/RelayHealth and with PriceWaterhouseCoopers. He most recently was general manager, interoperability and partnerships at RelayHealth, where he was responsible for driving strategy, sales, and operations for McKesson’s health information exchange, clinical interoperability, patient engagement, and provider portal lines of business.
During his tenure at McKesson, he also held senior leadership roles in sales and marketing, business development, and corporate strategy spanning population health, claims management and clearinghouse, capacity management, and health analytics. In two years with PriceWaterhouseCoopers’ Advisory Services, Jeff worked on their healthcare consulting business. He holds a BS in management science and information systems from Virginia Tech and an MBA from the University of Texas-Austin.
President, Service Operations
Evan Noulas is the president, service operations for CIOX Health. He is responsible for integrating the company’s service delivery capabilities across the spectrum of provider and requester services as well as identifying and implementing ways to unify the release of information and retrieval capabilities to make them more efficient and effective. Evan comes to CIOX Health from Ally Financial (formerly GMAC) where he served as president and chief procurement officer from 2007-2016. During his tenure he was dedicated to developing and implementing strong processes and delivering top-notch customer service that focused on adding value for all customers. Prior to Ally, Evan spent 13 years at General Electric in various leadership roles, all focused on process improvement and service operations. He holds a bachelor’s degree in industrial engineering from Stevens Institute of Technology and an MBA from the Stern School of Business at New York University.
Chief Technology Officer
Shantanu joined CIOX Health in August 2016 as the chief technology officer. He comes to CIOX Health, from Greenway Health, where he was responsible for all product development, cloud operations, integration and interoperability services. His focus while there was on building an integrated development team and combining operational and development resources across R&D, Cloud Operations and Interoperability. Prior to Greenway he served as senior vice president of product development and technology for Vitera Healthcare Solutions where he specialized in rapid product innovation – launching two new products in less than six months – and as the vice president of solution development for Allscripts. Early in his career he worked as a product manager and software architect at Misys Healthcare Solutions and as an early employee of Fatwire Software, a start-up where he held numerous roles. He holds a bachelor’s degree in pharmaceutical technology from Jadavpur University in India and an MBA from the Indian Institute of Management.

Chief Operations Officer, Provider Solutions
Brian Simons is the chief operations officer, provider solutions and responsible for day-to-day leadership of our release of information and imaging operations. Brian brings deep operations management experience including time with Honeywell, NCR, and Goodrich (now United Technologies), where he gained deep technical competencies as well as learned and fine-tuned the lean and continuous improvement skills that are core to his leadership style. Brian also brings a passion for culture and delighting customers. Most recently, Brian served as the senior vice president of operations for Universal Hospital Services, a leading provider of healthcare technology management and service solutions. He earned his bachelor’s degree in international finance and his master of business administration in supply chain management, both from Arizona State University.
Chief Operations Officer, Payor Solutions
Craig Mercure is the chief operations officer, payor solutions and oversees all aspects of business development, including strategic planning, sales, and client services. He also leads the infrastructure development of the division as it grows, which includes: systems, processes, pipeline management, trade support, marketing, facilities, personnel, recruitment, and development. Over the past 15 years, Craig has worked in executive leadership positions within the electronic medical record and medical documentation industry.
General Manager, HIM Division
Barbara Allen is the general manager, HIM division and the driving force behind CIOX Health’s revenue solutions with responsibility for coding, clinical abstraction, auditing, ICD-10 education, and RAC solutions. Barbara brings more than 20 years of experience to CIOX Health, having held senior level positions at companies including QuadraMed, ChartOne and M*Modal. She has a bachelor’s degree in business and communications from Arizona State University and is currently working on her master’s degree in health information management & informatics.
Senior Vice President of Sales, Provider Solutions
Bob Donnelly drives the efforts that connect our company with health leaders. He oversees the sales team, driving overall sales strategy, team development, and performance for the company. He is also responsible for the development and promotion of the company’s brand and product positioning, as well as market research, lead generation, customer success programs, and other communication programs and channels. Prior to CIOX Health, Bob served as senior vice president of sales and marketing for both eWebHealth and ChartOne Inc. In addition, he spent 25 years in the healthcare information technology field, predominantly with Siemens Health Services in a variety of positions. Bob holds a bachelor’s degree in marketing from Penn State University.
